Console web application, including scaffolding,

the Makefile to include new targets for managing the Admin
Console application.

- Adds documentation for SR&ED tracking and development
conventions.
- Adds a YAML file to define GitHub labels.

This commit establishes the new monorepo architecture for the KROW Workforce platform.
